I couldn't help but noticed her nipples was hard, this is like the 3rd time?

I walk my dogs in the same park and this girl a few years older than me we speak alot I noticed her nipples have been hard you can see them sticking through the top and several times when she's went to put the dog on the lead she "bends down" but she is a really quiet type, what is she doing and why?
